Captain John L. Chapin High School Mission Statement: Chapin Faculty, Staff, Students, and Parents strive to create a successful, cooperative learning community where members become responsible, lifelong learners whose aspirations and goals will enable them to become productive citizens.
CHS is named in honor of Captain John L. Chapin, who was born and raised in El Paso. Prior to enlisting in the National Guard, Capt. Chapin graduated from Texas A&M University, with a degree in Chemical Engineering. He postponed plans to attend medical school in order to serve in the National Guard. All students at John L. Chapin High School represent and embody the qualities of honor, integrity, leadership, and hard-work laid out by Captain John L. Chapin. Our students participate in an academically challenging curriculum and have a variety of opportunities to grow personally, socially, and emotionally. The comprehensive school counseling program collaborates with school, family, and community stakeholders to design and implement a school counseling program that meets the needs of all students. As successful, life-long learners and productive citizens, our students achieve their fullest potential, making a positive difference in the school, community, and the world.

The Guidance and Counseling Staff at Chapin High School strives to:
- provide developmental, as well as pro-active, preventative and remedial services for students. This involves a cooperative effort among students, staff members, parents and the community. Their purpose is to empower all learners to lead satisfying and productive lives by assisting them in identifying and achieving educational, career, personal and social goals.
- assist with academic issues, educational and career planning, as well as personal concerns. All students meet several times each year with their counselor individually and in groups of approximately 30 for academic guidance. Most students will also have individual meetings with counselors.
- be actively committed in helping students explore their abilities, strengths, interests and talents as these traits relate to career awareness and development.
- help parents focus on ways to further the education, personal and social growth of students.
- work with teachers and other educators to help students explore their potential and set realistic goals for themselves in and out of the classroom.
- identify and utilize community resources that can enhance and compliment comprehensive school counseling programs and help students become productive members of society.
